at the benghazi compound that were described as inadequate. the report concluded that while there were no specific threats of a terrorist plot, there were several incidents leading up to the september 11th attack that should have served as warning signs. investigators also praised the diplomatic security agents who responded to the attack and absolved the pentagon for any blame, saying there was not enough time for military assets to have made a difference. the board also made 29 recommendations to improve security at u.s. diplomatic missions around the world. they include increasing the number of marine guards at each post, relying less on local security forces, and hiring more highly trained diplomatic and trained security personnel. now, secretary of state hillary clinton sent a letter to lawmakers saying she accepts all of the recommendations in the report and has already starting implementing some of them. now, she was supposed to appear at a hearing on benghazi thursday but canceled after fainting, terrell, and sustaining a concussion. >> tara mergener in washington. this morning. tara, than

hearings, all kinds of speeches, all kinds of accusations in the benghazi matter. let's see what the congress does now. and certainly, the president will provide the kind of leadership that is necessary. but it is time. after tucson, after arizona, a member of congress was shot in the head, and there was no response on the issue of gun safety and gun regulations by the united states congress. so we don't need anymore speeches. we need action. we've tried, many of us at the local level and certainly mayor bloomberg and mayor menino, their partnership, mayors against illegal guns. these guns, it's reported, were legally purchased, but obviously, improperly used. clearly, should have been locked up. the gun is gentleman is reported to have maybe have had some mental health challenges. so why would you leave that kind of weaponry, that kind of firepower available to someone who may be struggling from a mental health standpoint? so all of us have a responsibility here, everyone needs to get involved, the american people have had enough. their voices need to be heard and congress needs

if obama chooses her as his next secretary of state. as we've seen since the benghazi attack, mccain is one of rice's harshest critics. the two met late last month along with other senators to discuss rice's television appearances during the aftermath of those september 11th attacks in libya. rice hoped to put mccain's fears at ease but he came out of the meetings saying he only had more questions than when he went in. mccain spokesman says he will seek a spot on the international affairs panel which oversees the state department. republicans have said they would rather see john kerry as circumstance -- secretary of state over susan rice. hillary clinton is still polling very well after her stint with the state department and democrats are practically begging to see her in 2016. according to the latest abc news, "washington post" poll, 57% of people say they would support her run. although abc is reporting today she said she'll most likely devote her time to her husband clinton's foundation to focus on women and girls wo

and i still found myself in iraq, imagine that? and he's, both of them have records, set aside benghazi, set aside some of the recent events with susan rice and judgments on management of conflicts called into question and she was in the national security council back in 1993 when rwanda kicked off and she made a controversial comment about, well, if we call it a genocide and don't act. what will be the implications on the november mid term election? and if you hook at-- and then later on, reflexively supported the regime in ruwan da when there were more war crimes committed and since vowed to heal that, but, you know, you've seen her political statements recently that showed there's a political side of susan rice and willingness for talking points that we can't afford as secretary of state and john kerry, he was part of the foreign senate relations committee and he was back in the late 60's and talked about war crimes that he reportedly saw against the vietnam war and you have some track records that don't make them the best fit. >> there are numerous republicans, john mccain, lindsey

. there's no question that benghazi continues to be litigated. even on the democratic side, there is some division on this. i've talked to democratic senators who have questioned whether she has the standing, the stature, to be secretary of state. so obviously there's some division about how people view susan rice. but here's the bottom line. she's very close to the president of the united states. she is a key voice in his national security team. that's what could ultimately win the day. john kerry has been campaigning hard for it. he's done everything this administration has asked in their first term. overseas, been quite engaged as chairman of the foreign relations committee. so he's certainly a very strong candidate. but at this point, even people close to the president suggest there's just a bit of a question mark about how much of a fight he wants and how much it will come down to getting somebody he believes in and he's close to into that job. >> congressman cleaver, your thoughts on susan rice as a potential nominee. >> well, i think susan rice is imminently qualified and capable o
